The difficult economic context that for almost a decade has influenced and hindered the economic and social development of many countries worldwide, including Italy, has brought about a continuous evolution and exacerbation of forms of hardship and social marginalization, widening the economic difficulty and state of need in which an ever-growing number of individuals, entire families, and social groups live their daily lives.
Faced with the vastness of such situations, States are finding it increasingly difficult to secure the financial resources to implement adequate and necessary responses to these urgent needs. It is here that the merciful intervention of all those who contribute to financing the great work carried out by the many excellent volunteer organizations in favor of the most disadvantaged becomes a defining feature of a genuine transition from the welfare State to the so-called welfare Society.
The Italian legislature, acknowledging this process of change, approved the reform of non-profit entities in 2017 with the adoption of the Consolidated Act on the Third Sector (Legislative Decree No. 117 of 3 July 2017), which introduces comprehensive regulation of the phenomenon, imposing numerous and important innovations aimed—through greater and more rigorous oversight of entities in fundraising and final use of funds—at enhancing and rewarding virtuous entities and their donors.
This reform, which still requires the issuance of numerous implementing decrees, will come into full effect in 2019 and already provides for the entry into force of part of the new regulations from 2018, with the introduction of a new system of tax benefits for donors.
For monetary donations made by individuals, a deduction from Personal Income Tax (IRPEF) equal to 30% of the amounts donated to the charitable entity is provided, up to a total annual amount not exceeding €30,000.00.
This benefit cannot be combined with other similar tax benefits provided for the same charitable donations, and is conditional upon the method of payment, which must be made through banks or postal offices to ensure traceability.
The Sacred Military Constantinian Order of Saint George, while maintaining and passing down the unchanging and fundamental values that have characterized it for centuries, is always ready to recognize the signs of change and adapt to modern times, respecting regulatory developments and demonstrating the ability to seize and facilitate new opportunities that favor and strengthen the action of Constantinian Knights and Dames and the Order itself.
Therefore, in order to adapt the organization and execution of the Order’s charitable and benevolent activities to the new regulatory requirements and with the intention of seizing the opportunity for possible further improvement of the organizational structure, the Constantinian Order Charity Onlus was established.
This new body, structured according to modern international standards adopted by major charitable organizations, will operate as the executive arm of the Constantinian Order’s charitable and welfare activities, in full compliance with the new regulations, directed by H.R.H. Princess Beatrice of Bourbon of the Two Sicilies, current Grand Prefect of the Constantinian Order, assisted and supported by competent professionals and technicians and under the supervision of the Grand Magistry.
